3 Online Training workshops on monitoring and documenting HR violations (October 2020)

The three workshops are part of a the specific training program aimed at developing the capacities of members of the "Monitoring and Documentation Team", a government team that operates under the supervision of the Libyan Ministry of Justice.

Program beneficiaries: members of the "Monitoring and Documentation Working Group", which was established in 2020 by Resolution No. 452 issued by the Plenipotentiary Minister of Justice. It consists of 11 members from various ministries (including the Ministry of Justice, the Ministry of Interior). The Working Group has been entrusted with the task of investigating human rights violations that have occurred in Libya since December 2019. The team works under the supervision of the “Joint Committee to Monitor and Document Human Rights Violations” that was formed pursuant to Libyan Presidential Council Resolution No. 735 of 2019. Members of the "Technical team" in charge of the database on HR violations (created within the Ministry of Justice) also benefited from the training program.

Program Objectives: The program seeks to achieve the following two goals:

-To contribute to supporting and developing the capacities of the "Monitoring and Documentation Working Group" and developing its skills in monitoring, documenting and investigating violations according to related international standards and rules.

- To establish a database to record and manage information on HR violations that will be collected by the Working Group. The data recorded will be used in preparing various relevant reports on HR violations and abuses.

- The team of trainers: consisted of  Mr Faraj Fenniche, Regional Coordinator of No Peace Without Justice, and Mr. Naceur El Kefi, international trainer and expert in the field of monitoring and documenting human rights violations, and  Ingineer. Yassine Ben Brahim, expert in the field of informatics and databases. Part of the workshops was also attended by Mr. Salem Al-Tayeb, former Head of the International Cooperation Department at the Ministry of Justice, and Mr. Khairy Abdel-Aal, Vice-President of the "Joint Committee for Monitoring and Documentation of Human Rights" at the Ministry of Justice.

Program results:

1)- A standard form for monitoring and documenting violations was prepared in collaboration between the trainers team and the members of the Working Group

2)- a database to record and manage information collected the "Monitoring and Documentation Working Group" was developed
